All chapters have an idea of who they would like before recruitment starts. This tends to exclude the girls who signed up at the very last minute and the chapters had no heads up about them. All chapters are aware of their legacies coming through. Sometimes legacies are a fit, sometimes they aren't. There are still many spots available for all girls, oos or not. Things change because chapters never know which girls they want don't want them until they get the list for the next day. Seriously, don't stress about it.
