Not always. Hazing can also hurt a brotherhood. Imagine trying to be friends with someone who actively went out of their way trying to add hell to your life. Yeah it probably made me bond better with my pledge class but it wasn’t crucial to our bond. If you need hazing to bond with men, then you’re not really good at making friends in the first place.
