That's not how this works. There aren't a pre-set number of "spots" allocated before recruitment starts. Like another person explained, the final number of bids (invitations) allowed to be handed out for each chapter depends on how many girls made it to the final preference round. I will add a little more info. If, for example, 120 girls make it to the final round, and there are 8 sororities, then 120/8 = 15 bids per chapter. Let's say 30 girls made it to the preference round for Chi Omega. Quota is set at 15. The chapter submits a list of all 30 girls who attended, but they place those names in rank order of preference. That is, the higher on the list you are, the more the chapter wanted you. Then they go through the bid cards that the prospective members signed and they attempt to match the girls who ranked Chi Omega as their first choice. If Chi Omega's 15 slots get filled up before they get to your name, then you're out of luck. It's not that there weren't enough slots, it's that Chi Omega didn't rate you high enough to receive one of the 15 bids they were allowed to hand out.
