it is really simple. The number that each chapter can take is called quota, quota is set after preference when the women sign their bid cards. Most campuses, i don't go to GMU so I don't want to say all, set quota by taking the number of women who signed bid cards divided by the number of houses participating in recruitment. lets say 100 PNM signed bid cards and there are 10 houses. Quota would be set at 10 per chapter. now there are things like quota additions and all that which gets confusing, but in the shortest explanation, if a woman goes to preference and signs a bid card there will be a spot for them. Trick is, the women have to go to preference and sign a bid card. if they don't, then they are not going to join a sorority at this time. and it is not the sororities responsibility to make people sign the bid card. it is literally this simple.
