The lower tier frats are not selective at all, since they don't get many rushes. On the other hand, the top tier frats (KappaSig, pike) can pull in 200+ rushes during the fall and a bit less during the spring, while only taking in pledge classes of normally 10-20. They're much more exclusive and much harder to receive bids from. Other factors are just overall reputation, who they mix with, quality of parties, etc.
