I never said ATO was historically top tier. Not sure were you are getting that. And as far as Phi Delt being good in the 1980s....well that just what older alumni like my Dad told me. But who knows they might have just been middle tier and some people liked them more than others. Obviously Phi Delt has declined since the 1980s and is just now crawling back to middle tier.
