In terms of which Fraternities would belong at a state school.... You could take the majority of the guys in SAE, Phi Delt, SigEp, or Delt and throw them into a SEC schools fraternity system and they would not miss a beat. About half of KOT and Kappa Sig would also fit in well at a big greek school. Most of ATO, Phi Chi, Beta, Pi Kapp, and TKE would get laughed out of the room if they tried to join an Ole Miss chapter.
