Probably the biggest reason is that Baylor thinks they have a good thing going right now without giving the sororities houses. Baylor sorority chapters are as big as most SEC, Big 10, or Big 12 state schools. And bigger than your average PAC-12 or ACC school. 300+ girls per chapter. We have a very big and successful sorority system. All the while we don't let the sororities build mansions. So Baylor probably feels like if it can keep strong sororities but without giving them the independence of having big houses...why change? As far the fraternities...Baylor does not even like them and would probably be happy to be rid of them entirely so they are never getting housing or a greek chapter building.
