The only reason TriDelt and Zeta may have a leg up on ADPi and AXO is because of a hard to drop stereotype. no one wants to be the bottom. So they pick someone to label as the bottom and its hard for them to move up because they have to take someone else's spot. Look at ADPi's 2013 pledge class from last January. They're middle-top tier. They're surrounded by complete bottom tier older girls, but once those girls are gone and graduated, ADPi will shoot up.
