There are no best ones to rush. Some girls, or guys for that matter, fit in better with certain groups. For example, if you're a cute, home-type, Christian girl, then chi o will be a better fit. Likewise, if you like to party and are more into a nightlife-scene then zeta or theta would be good for you. As for guys, they should rush based on which group they feel most comfortable in, rather than which is the "frattiest" or top house. These labels are misleading and limiting in nature. I'd shy away from going this too much thought if you're serious about rush.
