There is literally no way you can be a rush chair...pretty sure you're an angsty DTD freshman. Snap bids can be offered to kids who get bids IF they don't accept their bids anywhere. If this fictional crying freshman chose not to accept his bid at SAE, he could have been snapped into your fraternity. Also, if you look at the IFC recruitment charts, SAE took on 22 pledges, 6 of whom were snapped, and all of whom had attended 3rd round (except 3 of the snaps). Your story is pathetic.
