Yes she can be an independent and there is absolutely nothing wrong in that! There are so many other clubs and organizations to join. She will be fine!! But what I am saying is there is no steering involved at all!!!! She did not have to ever list the unwanted house!!!! If it came back at prefs and she absolutely did not want it she should have left it out and only listed 2 of them. If The other two houses had listed her in their top quota she would have gotten her #1 choice. But that did not happen. When a unwanted house pops up the next day it is because the PNM had slots not filled by the houses she wanted so the computer will pull any other house that did want her if any and fill the empty slot. It's like the unwanted house is a freebie is the best I can explain. It is a hard process and it sounds like she got back a lower tiered house and right now does not want to be involved with them. it was extreamly competitive this year. But as a mom I would advise her to stick it out and decide before initiation- don't be a quitter before she gets to know some of the girls. She may end up being surprised!!
