No, all sororities are not. COB is not a mini recruitment, it's just sororities offering bids if they have any open spots, and not all do or will. If you don't know anyone in chapters then you will hardly have any choices. Unless you have friends in a particular house and you know you would fit there and they have have openings to offer you a spring bid, you should wait until fall because that's your best chance for a bid with more options among the chapters. You would be considered in your own pool of pnm's as an upperclassman and it's honestly more fun being in a larger fall new member class where you can meet more people and form friend groups.
