Snaps happen between bid matching and bids given out, so neither Phi Mu nor anyone else just gave out snap bids. Anything else is a COB bid. I find it highly unlikely that this late in the semester anyone would give out bids, although they are allowed to give COB bids anytime other than formal recruitment.
