Quota is the wrong term here. Every semester, panhellenic resets the Chapter Membership Total, which is the not-to-exceed total membership of any chapter on campus. Any house under that semester's Total can offer bids. Houses who thought they were eligible to COB going by last semester's Total found out they weren't under the new Total, or they were eligible but only by a few spots and they went ahead and offered those bids so are now full. Houses that had a good number of spots open would def still have spots even after Total is reset, the only question would be exactly how many. So all chapters have to wait until the new Total is set to find out how many bids they can give out, if at all. As far as changing at any moment, when a house has filled their spots they have to stop offering bids.
