Chi O did participate last year. It is not guaranteed that chapters will participate in COB recruitment every spring because it is solely based on whether or not quotas are met. If there have been high drops or a smaller chapter size compared to the rest of the other chapters, then said chapter would be allowed to participate. A lot of chapters this year are not allowed to participate because they have reached max quota or their median chapter size is bigger compared to other chapters currently at FSU.
