No, that is not what happened to her at all. Everyone who goes to pref is on the bid list. Pnm's aren't invited to pref unless a house can see them as a sister. She was just not high enough on their bid list to match with them before they hit quota. She was definitely wanted, and this house had an open slot available to get to chapter total, so grabbing her up with a COB as soon as they could was a total win-win for all concerned.
