Very few NPCs allow their chapters to COB year-round. When they do, it's a chapter that has been granted exemption from doing formal because they know they don't have what it takes to compete. Instead of shutting down, they rebrand as an alternative/niche "not like the other girls" sorority. On the upside it means they get to keep their charter. On the downside it usually means being on the fringes of Greek life: small membership, no house or a small off-campus house, and basically no social calendar or any kind of relevance. Basically, no different from Delta Nu Zeta.
