In my opinion, a good fraternity is well rounded in all of the following: hot girls regularly around, Decent in most sports not just one, visible (brothers proud to wear their letters regularly and sport them on their cars), and reputation. I do think involvement has SOME weight (or else why would we run for campus positions) but not as much as the others listed. Having a house also helps. Winning Greek awards give you bragging rights, but really doesn't mean anything, nor does it mean you're the best fraternity. It just means you're in with the judges who voted. We all know PIKE, Delt, and Sigma Chi are top tier at FSU, we just don't like hearing it all the time and wish your own fraternity would be mentioned in that group.
