No, that's not what the statement says. Read again and try to understand. In the event that a pnm does not match with her first choice house or her second choice house, she still has a shot at her first choice house through quota addition. The algorithm tries to place quota additions to their first choice houses. If a pnm suicides and does not match with that one house, that's it - she goes without a bid.
