You are technically correct. You can enroll in rush without recs. Panhellenic does not require them, BUT many sororities are required by their national headquarters to have a rec for each girl they pledge. Why make it easy for them to drop you over a girl who did go to the trouble of getting them? FSU rush is big, All but the least competitive sororities will have to drop a significant number of PNMs after first round, and the easiest cuts are low GPA and no rec. Give yourself the advantage that IS in your control.
