It seems like there were just a lot of girls this year and every tier had their pick, sort of... they cut according to their numbers and probably ended up with a lot of high-quality PNMs on their lists, but the girls who would have been the really high-quality PNMs (like were one-tier-up level) probably dropped because they saw it as being forced into a tier lower than they deserved. Just a theory and the whole thing, with people being too good for certain houses, leaves a bad taste in my mouth so I wish it weren't true. But I bet there are a lot of girls that it was true for.
