Potentially, every time you interact with a member of any NPC group they may unofficially be reviewing you for consideration (or not) for membership according to their group standards. Just something to keep in mind even if some houses do not recruit this Winter/Spring. NPC is big on the buzzphrase, "You are always wearing your letters", another reason to mind your p's and q's at all times and not just during official recruitments.
