Panhellenic does not open for expansion eg expand the system without thoughtful care regarding each sorority on campus. Struggling groups are sometimes allowed to achieve chapter total before a new group is chosen. If there have been unwieldy new member classes for several years, a strong Panhellenic will usually open for expansion. There also has to be interest shown by NPC groups that are not yet on campus for there to be a new sorority chosen.
