DG and Theta definitely fluctuate - people prefer one over the other, even think of them differently, depending on who you ask and who they know in each chapter. They're different vibes and have different draws. I probably wouldn't put AXO last, they got some of the nicest and funniest girls in their PC this year. SDT is obviously always solid, you could also argue they're a top house - again, it depends on who you ask.
