you’re right girls do choose to cut all of the top houses! this post is just saying that none of the girls that each of those houses chooses to keep cuts them until pref. that’s what 100% retention means - the girls they keep also kept them. after sisterhood, you go from 5 to 2 so all 3 of the top houses are going to lose girls to each other just because of the fact pnms can only take 2 houses to pref
