Ranks have been changing. I was a gamma chi last year and shocked at how pnm’s ranked. Panhellenic controls the cut numbers for night one though. As long as they give certain huge numbers to cut nights one and two there will always be a perceived ranking. Hardest to get into and ranks should be different. Once on campus there are houses you would want to be in and houses that may not be for everyone.
