I don't believe any of this is true, it's just someone making up $hit to enforce their house's 'tier' status. In my house only the recruitment chair and advisor know the stats and they don't share it with the membership. It's actually not necessary for the membership to know. I have never heard anyone from another sorority share their house's return rates, and if someone in a house knew their return rates were not that high they wouldn't go around blabbing that to other sororities.
