Bad, ignorant advice. Telling any house 'thanks but no thanks' at any point, including pref, will do absolutely NOTHING to rank you higher at the house you do want. And what if you end up there anyway? You're going to be THAT girl; not a good start. A much better strategy at pref is to let the house you want know that they are your number one. It will remove all doubt for them about your feelings and could help sway them on your behalf.
