To the pnms coming in august, connections re what honestly get you a bid. If you're trying to get into a top house(zta, chio,kappa, piphi) and you don't know a single person in the chapter, 9 times out of 10 you wont get a bid. This isn't even including if you do know someone and they have a bad opinion about you, all it takes is for someone to say they don't want you are you're cut. A lot of girls that were very popular in home town got cut from all the tops house and had a really bad rush. Youre reputation and connections matter more than anything.
