That is NOT cross cutting. Not the same thing at all. The sororities are doing the cutting, period. There are a handful, just a handful, of highly desired pnm's that are being fought over by the chapters, and they are the only ones who have the luxury of dropping houses. Not similar to cross cutting in the least.
