Only houses that are under total or didn't make quota on bid day can offer COB's. Usually these are given to girls they already no and there aren't really publicized events unless a house has a good number of spaces to fill. And there is no spring rush exactly, it's just COB. Fall rush is the best time to get a bid actually.
