Its Complicated, you are sooo off base! Quota is definitely decided by number of girls at Preference divided by 11 houses equally. Quota plus is where PC size differs because Panhellenic GUARANTEES if PNMs list both houses at pref, they will get a bid. So they run the numbers after and "sort into houses" with say 150 for quota. Then they look at the 50ish girls overall that the computer did not auto match. You hand match those into one of their two preference party houses. Maybe ChiO has only 3 girls hand match so their PC is 153. Maybe KD has 12 hand match so their PC is 162.
