I am in mid tier house ( happy considering I knew zero girls from my hometown) and if they aren’t than neither is pi phi. I know many girls that preferred zeta over pi phi during recruitment. I agree that just because someone’s grandma was in these houses 50 years ago doesn’t mean they are the best houses now? The few guys I know said zeta and adpi were their fav houses. I think most girls considered them top tier this year. Maybe not as high as chi o and kappa but for sure atleast equal to pi phi.
