Truth is being a legacy in a top five house doesn’t stink. Other houses love to steal girls legacies and it happens all the time. The problem with the system is that you will only find a “ steal up” situation. For example, I know a zeta that has a sister in Tri delt. That would be a steal up. You would never see the reverse though...... a kappa leg pledging pi phi for example on her own unless she was cut. Being a legacy does not get you an automatic cut from other houses. If your a legacy and really like a different house then make it be known you like that house :)
