Yes, it’s possible to be cut from all chapters or to get to a point during rush in which you get no invitations to the next round. The only time you’re guaranteed a bid is when you have a Pref invitation. If you list the houses you attended for Pref (even if you only attend 1) on your Pref card, you’re guaranteed a bid to one of them. That said - lots of unconnected OOS girls rush and get bids every year so get strong lined up and give every house a chance!
