Arkansas is not giving all of their scholarship money to Texas kids. Texas (and other neighboring out of staters) can receive a discount on the higher out of state tuition. That is different than taking scholarship money from in state students. Out of state students are still paying more than in state students. Even if they get the highest 90% discount due to high scores/gpa.
