@sourgrapes, you have some wrong info and/or are not using correct rush lingo: If a chapter does not bid match to their quota (not “totals” which you said), then they can snap bid up to quota. Snap bids MUST be extended and accepted before Bid Day starts. After Bid Day, any bids accepted are from COB. They are not snaps. After bid day, Pahellenic will reset Chapter Total (not “totals”) and every chapter below total (which is the median chapter size) is eligible to COB.
