So basically here is what happens. Stuck up top houses that have money such as chio and kappa take a small amount of girls that is under the quota....they then have to pay a fine because they are under the quota but think it makes them look more prestigous maybe zeta informally spring rushed but it would probably have been only like 3 girls to get back up to the quota so they don't have to pay the fine this is way more respectable than paying a fine so they don't have to spring rush
