There are so many girls coming through that are legacies that it would be virtually impossible for a chapter to take all of them. Some groups could fill an entire pledge class with legacies and still cut some. Sadly, this makes for lots of hurt feelings from the PNMs and the moms/sisters/g'mas, etc. Every group has a different policy so it is hard to tell.
