Most probably can't afford to rent out the whole complex as there's probably too many rooms. Many owners also don't want to rent out their place to fraternities because they don't want to have to deal with damages and cops all the time. You can't just look at a place and say "we'll take it." You have to convince the apartment owner to let you and most will show you the door.
