Yes that is literally how it works. There is an algorithm for RFM (formal recruitment) that works out how many girls each house is allowed to invite back and the end goal is to make each house get an equal size pledge class. Houses with high return rates have to drop more pnms so they end up not having to talk to as many in later rounds that houses with low return rates. Look it up if you don’t believe me lmao
