Meeting quota doesn’t mean you’re at total, total is calculated after recruitment though so not meeting quota would likely mean you’re not at total. Total is what qualifies you for informal, if you’re below total you can do COB to reach total, if you’re above you’re not allowed to COB. Also @informal quota was the exact same as last year and more chapters appeared to meet it than last year
