I think the problem is if houses are pre-selecting the younger sisters of current members PLUS all their roommates, it's unfair to other PNMs who might be just as good a fit, but don't have those connections. It also contributes to cliques forming in chapters. Also a big problem at legacy-heavy schools is girls suicide bidding because they prefer other houses over their legacy house, but their legacy house keeps inviting them back solely because they're a legacy, not necessarily because they're a good fit. I think the benefits of a legacy-blind system is allowing PNMs to get a fair shot at all the chapters and keep their minds open about the process.
