No, generally it is not an issue rushing as a second-year for a sorority. The quotas begin to bite for third-year transfers more than for second-years. A lot of people find their college interests, such as Greek life, only after arriving and going through freshman year and seeing where they'd like to fit in. That includes those who didn't come to UCSB with any interest in going Greek. Next, having a good college GPA after a year is a big up for being pledged in a sorority, because GPAs are something that chapters keep track of and compete over. Conversely if a rushee is barely passing school, that would be a negative.
