There aren't many black women in any Panhellenic sorority (or men in IFC fraternities) across the country, for um, the after-effects of regrettable historical reasons. Until a few decades ago there wouldn't have been any, just look at any composite anywhere from before about 1980. That's why African-American girls formed their own parallel system of sororities, Google "Divine 9," or NPHC, which also includes the black fraternities. But none of them have a chapter at UCSB I think. If you look at sisterhood videos from across the country, and I'm kind of addicted to them lol, you can see that usually you never see a black chapter member in them, it's true, but there are sometimes one or two. But on the other hand, I'd like to think that UC-system chapters are more colorblind than peope in some other parts of the country maybe. Not many choose to go through recruitment anyway. SoI think, go for it, if YOU rush KKG or any other house and you're a desirable member in all the usual respects then YOU'VE got as good a chance as any other PNM that comes through. So good luck to you in mutually finding the right place for you. Also, don't suicide on Kappa or any other one house, they all have their great points and they all have great women, great nationals, great traditions, and pretty-great houses in IV, so keep an open mind and good luck!
