If you are saying those tiers in no particular order, then yes you are correct. No one can decide on an order because everyone has different opinions. Also, Chi-O, in my opinion, are in a different group all together and PiPhi, Kappa and GPhi(in no order) are the most popular. Regardless, all the houses are great at OSU.
