I'd say this is true for Kappa, Pi Phi, and Theta. All of those houses have had trouble recruiting and all of them are not as strong as they were historically. Houses do gain and lose strength over the years. This is just a down time for those houses. And I wouldn't consider KD to be anywhere as strong as those houses. I'd put Chi O at the top with Gamma Phi. Next I'd put Kappa, Pi Phi, and Theta, then after those, maybe KD. But they're just not nearly as strong as the ones above them.
