Ranks mean which house most people like best, not which you think is worthy. If you know people on campus then likely you know lots of G Phis because they are everywhere on campus and are involved in everything. Maybe you're confused about Chi O winning everything (which they do) with G Phi not winning which some people confuse with not being involved. But they're involved in everything even if they don't win. They don't have that same desire as some of the houses that win everything. They're pretty content to participate, have fun with the fraternity they're paired with, and go on. If you don't like them, you have lots of other options, but most people do.
