Most people judge the "rank" of houses as to how selective they are. All houses would like to pledge wonderful girls who are personable, well liked, beautiful, smart, good grades, excellent reputation, lots of community service, good singer/dancer, pom or cheer, pageant winner, involved in high school, etc. Unfortunately, only a small percentage of girls that go through recruitment are the "total package." The rest have varying amounts of the above-mentioned attributes. People judge the house's rank by the girls they attract and ultimately pledge.The top houses take the "total package" girls and anyone else they want. Lower houses are the ones that get girls who are maybe nice but not attractive, pom girls with poor grades, pretty girls with no activities, etc. That's why answers like the one above are disingenuous. While there is nothing "wrong" with the lower houses, they are not as selective and do not attract the girls who have the most going for them. You can't tell by just looking. You only know if you read the girls resumes, meet them during recruitment, and then see where the top girls go. The reason that the ranks don't change much is not because they're stuck in old times, it's because the girls coming along each year tend to sort out into houses where the majority of girls are like them. So the top houses, filled with "total package" actives attract the "total package" PNMs.
